Last year I was ripped off for $230, which I paid through USPS Money Order. Since the item I paid for wasn't documented or anything, can I still get a refund if I file form 6041 with the USPS? I mean I have the USPS receipt as well as Money Order receipt form, filled with the person's address. The only thing is that I paid for the item, than lost contact with the seller, and now tried sending him a letter, which bounced back with "Sender Moved" USPS sticker on the back.
My questions are:
1) What is the fee for Form 6041?
2) Should I state that the money order was lost, or stolen?
3) What's my shot at getting the cash back? Any chance?
