If you have received products which aren't genuine, can you claim your money back from paypal then?

 What is the Buyer Complaint Process?
 PayPal's Buyer Complaint Process helps protect PayPal members from merchants who do not deliver goods as promised. If you are unable to resolve a dispute with a seller, you may file a Buyer Complaint Form to initiate an investigation. You can find the Buyer Complaint form by clicking the Security Center link at the bottom of any PayPal page. PayPal will investigate your claim and attempt to collect all funds deemed recoverable. Members are entitled to all funds PayPal collects on their behalf. However, fund recovery is not guaranteed. Please review PayPal's Buyer Complaint Policy for specific terms and conditions. If you do not have a PayPal Account and the merchant has not delivered goods as promised, you will need to signup for a PayPal Account to initiate the Buyer Complaint Process. To open your account, simply click the Save Your Info link located in your original email receipt. If you no longer have the email receipt, please contact us at https://www.paypal.com/us/help and we will resend the email receipt for you to use in signing up for your PayPal Account. -

Paypal will initiate a resolution process to attempt to get your money back. However, you are not covered under their Buyer Protection Program. They don't cover "different than as described" claims. Only non-delivery, I believe.
So basically, they will try and help you get your money back from the seller, but if they skip out or refuse, Paypal won't pick up the loss and reimburse you.
That said, you should do it anyway. Paypal can freeze their acount. If they still are using it, this will put big pressure on them to refund your payment. -
Another question.
If I reclaim my money back after day 29, will it reach paypal on time.
Meaning: If I reclaim before day 30 I am safe regarding the claim back procedure.
Or should the issue be handled before day 30? -
PayPal User Agreement
If your claim involves receiving not-as-described goods, we will not recover funds for you, but we encourage you to file a claim with us. We will pass your complaint on to the seller and keep track of the claims for fraud control purposes. We also suggest using an online-trackable shipping service if you choose to return the goods to the seller. Using an online-trackable shipping service may help you in working directly with the seller to resolve the problem.
Complaints must be filed no later than 30 days from the date of payment. Only one Complaint may be filed per PayPal transaction. PayPal will seek to resolve the complaint within 30 days of the date the complaint is filed, though such time frame may be extended at PayPal’s discretion to accommodate the investigation. This policy applies only to the sale of tangible, physical goods and excludes all other sales and services, pursuant to section 1 above.
3. Relationship between Buyer Complaint Policy and Credit Card Chargeback Rights. If you used a credit card to fund a purchase of goods or services through PayPal, you may have chargeback rights granted by your credit card issuer. Credit card chargebacks, if they apply, can be filed more than 30 days after the transaction, are not limited to funds in the seller’s balance, and cover cases where the goods are not as described by the seller as well as cases of non-delivery.
You can choose to pursue the Buyer Complaint process or your credit card chargeback rights; however, you cannot pursue both at the same time or seek a double recovery. If you initiate a Buyer Complaint claim and, while the claim is pending, you file a credit card chargeback, PayPal will cancel your Buyer Complaint claim, and you will have to rely solely on your credit card chargeback rights, as applicable. If you cancel your Buyer Complaint claim or it is denied or results in no refund, you may still be able to pursue credit card chargeback rights. We resolve most Buyer Complaint claims before the passage of the deadlines that credit card companies impose for filing of a chargeback. -
Paypal are a waste of time for claiming money back. When they say you are covered by "standard purchase protection", what they don't tell you is that they can only get your money back if the seller hasn't emptied his account. Which is highly unlikely.
I was conned on ebay and made claims with paypal and ebay. After waiting months for a reply they told me to claim the money back from the credit card company.
My credit card company paid me back and contacted paypal on my behalf. Paypal then had the cheek to email me to say that it was unfortunate that I contacted my credit card company without first making a claim!!!!!
The funny thing is that I did make a claim and they said "even though we agree the seller is at fault we can't give you your money back".
If I was you I would claim refund back from credit card company as most cards are covered for internet fraud anyway. -
Rule # 1 - Always use a debit / credit card.
Rule # 2 - If any problem go direct to the card issuer and initiate chargeback procedures.
Rule # 3 - See Rule # 1!
In the case of goods not as described, I would send an email to the seller telling them I expected a positive response within 3 business days or I would file a chargeback.
If they agree to ship the goods as described, I would tell them to do so at their expense using 2nd day service. I would further tell them they are welcome to the incorrect goods and if they send a return tag with the new shipment I will use the same packaging to return the incorrect items.
You are in control here. Don't screw with PayPal. Call your card company NOW and get the ball rolling.
While we all seem to think that PayPal doesn't take the merchant's side, they also don;t take the side of the consumer. You have to look out for yourself.
