How to report a merchant to Visa/MC? - Bad domain registrar

    I have been essentially frauded by a domain registrar who has "restricted my rights" to domains I have purchased and paid fo with them in the past. You see. The last time I bought domains from them they charged my card twice. The first charge was correct, but the second charge was completely bogus. It was not a duplicate charge. It was lower than the JUST charge. It is a completely separate, unjust, and bogus charge.

    I contacted them about it to resolve the matter. 15 daus later, I still had yet to hear from them about it, even after reopening the support ticket. A very unresponsive company.

    So I did exactly what I told them I would do (dispute the charge) if I did not heard from them within a reasonable amount of time (48 hours). I believe that 48 hours is plenty of time to respond to a customer service issue (and I gave them more time than that, anyhow). even if you cannot resolve the matter within that time, a business should have the decency to at least get ahold of the customer within 48 hours to tell them that they are at least resolving the matter but it will take a few more days, or whatever.

    Now, about a week after I disputed this charge, I just got an email from them stating that they have transferered all my domains (about 20 total) to their "risk account" and that they suspended my account.

    When I log into my account on their site, I get the following message...


    Due to to the fact that one person (me, whom your ticket was assigned) doesn\'t work every day 24/7 you could have been more patient the first time you opened the ticket.

    Now you have lost rights to all domain names unless you drop the chargeback and have your bank send us a letter (fax) at xxx-xxx-xxxx stating that the chargeback was dropped you will not get anything back.

    We will also not review your account until we know that a chargeback will not come in.


    (how unprofessional and tellin gof the company is that???!!!)

    Also, it gives me an email address where I must send my correspondence regarding this issue. I did send them an email and it comes back undeliverable. SO I sent it to other email addresses under their domain, however, I do not expect to hear back from them at all, as you can imagine.

    There are a few key of problems here...

    1. I called my credit card company to get their take on this. Basically, they told me that even if I wanted to reverse the chargeback (which I do not) I could not do so. The procedure at this point is for them to dispute the chargeback with their merchant account provider. This is the only way they can get the chargeback reversed. However, they will not be successful anyhow, because the chargeback was for a bogus charge to begin with.

    2. They finally responded to my support ticket but they made no mentioon of the actual issue. Instead, they just fixated on the fact that I disputed the charge (exactly as I told them I would do) and they made it seem like my problem that they are understaffed. Still, to this day, they have not even investigated the charge to conclude that it was in fact a bogus charge. :roll: :evil:

    3. They have denied me access to all my domains that I have paid for. I cannot log into my control panel and modify the DNS setting to transfer them to another DNS server. NOr can a new registrar just transfer them over themselves because this fraudulent registrar is holding my domains (again WHICH I PAID FOR!!!) hostage. They have tagged them as "LOCKED" and therefore, no other registrar can transfer them to thier own servers.

    I believe that what they are doing is completely against the terms of any merchant account. Why? Because they stealing product (domain names) that I paid for.

    SO I am asking if anyone knows how I can go about reporting this company to the appropriate company in order for them to be dealt with accordingly and possibly have their merch account suspended. I believe tha twhat they have done is considered fraud and I wish to instill a bit of Karma into this situation. I will probably end up having to buy my domains from another registrar once they become available. This will be much cheaper than pursuing the matter legally. After all, in total, the domains only have a retail value of under $200.00 ($9.99 each). I am glad that I only use this host to register domains that I am not going to use anytime soon. I use a different company for domains for with which I am makijng money. I only use this terrible registrar to buy them cheap. The fact is, I may never do anything with the domain I buy so I figure I will just save money by bying them off this now realized terrible company.

    And you can better your bottom dollar that I will be disputing the last legit charge because since I have no control over the domains I bouhgt that resulted in that charge, I technically do not own them. SO what on earth did I pay for???!!! :evil: :twisted:

    Sorry for the long and perhaps frazzled post but I am fuming at this point and my blood preassur is probably at dangerously high levels. This company has made it really hard for me to resolve the matter. It is my belief thtat the bogus charge was intentionally billed and that this domain stealing bit that they are doing to me is possibly common practice.

    I will not mention the name of this company at this time, however, I may do so at a later date once I get my situation under control in some manner.

    Actually, it seems to me that all of the card companies have a Report a Merchant links on their web sites. Just go to the one whose card you used and report it.

    I'd also suggest contacting ICANN about them locking your domains.

    I didn't think of the ICANN. Good idea.

    I will be reporting them directly to VISA as well. Must go snail mail, but I believe they have earned that action.

    I just found out that min charge requirements when using a credit card is actually prohibited by Visa and Master. (From the link cxm provided).

    The fact is, most of the small grocery stores and restaurants here in my town has this min charge requirements. :evil: And I've never complained coz I thought its their right to have a min charge limit. :cry:

    I hate carrying around so much cash in my pocket and I wish I'd found out earlier! 8)
